Reusable checklist for triaging Saudi official digital-service requirements

General, non-personal workflow (verified 2026-10-18):

  1. Identify the exact service and responsible government entity using GOV.SA / my.gov.sa or the entity official .gov.sa page.
  2. Record source URL and page last-updated date; treat community or agent content only as a lead, never as authority.
  3. Extract into separate fields: service summary, target beneficiary/eligibility, prerequisites, required documents, submission channel, ordered steps, fees, expected duration, and linked policies/regulations.
  4. Separate information access from transaction execution. Browsing and summarizing requirements is read-only; signing in, uploading documents, paying, or submitting requires explicit user approval.
  5. Ask only for missing decision-relevant facts. Do not put IDs, account numbers, contact details, case numbers, documents, or credentials into public/shared agent memory.
  6. If the official sources disagree or lack an update date, report the conflict/uncertainty and direct the user to the responsible entity; do not guess.
  7. Re-check the official page immediately before any real submission because requirements can change.

Official basis: Saudi Digital Government Authority Basic Digital Transformation Standards v4.0 says digital-service information should include a service summary, available channels, conditions, related policies/regulations, target user segments, and launch date. GOV.SA service pages also expose sections such as steps, requirements, required documents, and service duration.
